ChatGPT, Claude, Gemini and Copilot compared for recruitment agencies: what each business plan includes and costs, data protection, and what you still need.

ChatGPT, Claude, Gemini and Microsoft Copilot are all excellent general assistants for recruiters. Each one writes and improves job ads, summarises CVs and interview notes, drafts candidate and client messages and helps with analysis, and each has a business plan that keeps your data out of model training by default. None of them runs an agency's operations on its own: they do not work in your ATS or client VMS portals, take orders from a shared inbox, or contact candidates at scale with consent handling and an audit trail.

What ChatGPT, Claude, Gemini and Copilot do well for recruiters

For a recruiter at a desk, the four are closer than their marketing suggests. All of them handle the daily reading and writing well:

  • Job ads: turn a client brief into an ad, fix the tone, remove biased wording, translate between English, Norwegian, Swedish and Danish.
  • CVs and interview notes: summarise a CV against the requirements, or rough notes into a client-ready summary.
  • Messages: first drafts of outreach, rejections, client updates and proposals.
  • Analysis: explain a fill-rate export, write a formula, spot patterns.

In our experience, the gap in writing quality between the leading models matters less than how well each one fits the tools you already use. There is no winner by default:

  • Copilot suits agencies on Microsoft 365: it works in Outlook, Word, Excel, PowerPoint and Teams, using your mail and files. Copilot Chat already comes at no additional cost with an eligible subscription, so try that first.
  • Gemini suits agencies on Google Workspace, where it is included: in Gmail on every plan, and in Docs, Sheets, Meet and Drive from Business Standard.
  • ChatGPT Business and Claude Team suit agencies that want a standalone assistant, whatever their office suite. Their standard seats now cost the same.

What none of them does for an agency out of the box

A general assistant works in a chat window, for one person, when asked. An agency's work runs across a shared order inbox, the ATS, client VMS portals and candidate channels, often outside office hours. Out of the box, none of the four:

  • Works in your ATS or client VMS portals. Built-in connectors reach email, calendars, files and common workplace apps. Updating candidates, orders and placements in Bullhorn, Recman, Carerix or Access, or taking shifts from a portal such as HealthRoster, needs an integration. Some ATS vendors now publish connectors or MCP servers; ask whether yours can write data, not just read it.
  • Takes client orders from a shared inbox into your system. A recruiter can paste an order email and get a summary. Nothing reads every email and attachment as it arrives, recognises the client and creates the order.
  • Messages and re-engages candidates at scale. Sending hundreds of SMS or emails, handling the replies and respecting consent and opt-outs is a different system.
  • Keeps an audit trail of actions on candidate data. Enterprise plans can log conversations, not what changed in your ATS, who changed it and why.
  • Runs compliance checks. Right to work, certificates and expiry dates, checked against your rules before a booking.
  • Works unattended in your systems, with an approval step. ChatGPT Work can run scheduled or triggered tasks and ask you to approve important actions, and Workspace Studio and Copilot Studio automate flows. They act only through the connectors you give them, so an unattended flow in your ATS, with rules for what it may do alone, is still your build.

What you can build yourself, and who maintains it

Much of this can be built with your ATS's API, custom connectors in ChatGPT and Claude, Copilot Studio, Power Automate, Workspace Studio, or tools such as Zapier, Make and n8n. The prototype is the quick part. The cost comes after: every client formats orders differently, a flow that breaks at night breaks silently unless someone monitors it, ATS field mappings change with upgrades, and access control, logging and a data protection assessment have to be designed in. When the person who built it leaves, the knowledge often leaves too. The real question is who will own and maintain it every week.

Worked example: a 20-recruiter agency on each business plan

Standard seats for 20 recruiters at the prices above:

  • ChatGPT Business: $400 a month billed annually ($4,800 a year), or $500 billed monthly.
  • Claude Team: $400 a month billed annually ($4,800 a year), or $500 billed monthly.
  • Google Workspace Business Standard with Gemini: $280 a month billed monthly ($3,360 a year), including email and storage.
  • Microsoft 365 Copilot Business: $420 a month billed annually ($5,040 a year), or $360 at the $18 first-year promotion, on top of your Microsoft 365 licences; $504 billed monthly.

Compare the extra cost, not the headline: Google's price includes the office suite, while the others come on top of the suite you already pay for. Heavy users may need premium seats, at $100 a month billed annually on ChatGPT Business or Claude Team.

After paying any of these, the agency still has no order intake from the inbox into the ATS, no SMS or email outreach at scale with opt-outs respected, no compliance check before a booking, no audit trail per candidate record, and nothing that answers a same-day shift request emailed at 06:00. Building those means developer time, an automation platform, an SMS provider and possibly paid ATS API access, plus someone to maintain it all.

Candidate data and GDPR: what the business plans say

CVs, interview notes and contact details are personal data under GDPR and UK GDPR. As checked in September 2026:

  • ChatGPT Business and Enterprise: no training on business data by default, and a data processing addendum is available. Business admins control retention; deleted conversations are removed within 30 days, with some legal and safety exceptions. Enterprise adds custom retention and data residency in ten regions, including the EU and UK.
  • Claude Team and Enterprise: no model training by default. Anthropic's commercial terms say it may not train models on customer content and include its data processing addendum; customers in the EEA, Switzerland and the UK contract with Anthropic Ireland. Custom retention controls are Enterprise only.
  • Gemini in Google Workspace: content is not human reviewed or used for model training outside your domain without permission. Google's Cloud Data Processing Addendum applies, and admins set how long Gemini conversations are kept.
  • Microsoft 365 Copilot: prompts, responses and Microsoft Graph data are not used to train foundation models. Copilot is an EU Data Boundary service for EU users, but Microsoft notes that models provided by Anthropic are currently excluded from it, so check which models your tenant allows.

Personal accounts are the bigger risk. Individual ChatGPT and Claude plans can use content for training unless the user opts out, and some consumer Gemini chats are read by human reviewers. If recruiters paste CVs into personal accounts today, fix that first.

A vendor's terms do not make your processing lawful. The agency still has to accept the data processing agreement and check where data is processed, document its lawful basis, mention AI processing in its candidate privacy notice, set retention rules, ban pasting sensitive data such as health information or ID numbers, and keep a person responsible for decisions about candidates. In the EU, AI that screens, ranks or evaluates candidates is also a high-risk use under the AI Act.

What this means for a staffing agency

A general assistant makes each recruiter faster, and most agencies should give one to every recruiter. Operations need AI agents that act in the agency's systems: reading the order inbox, creating the order, finding and contacting candidates, checking compliance and recording every step, with a person approving what matters. That takes a system of record, integrations, an audit trail and someone accountable when the AI acts.

Frequently asked questions

Can ChatGPT connect to an ATS?

Not out of the box for most ATSs. ChatGPT Business connects to Google Workspace, Microsoft 365, Slack and other apps that admins enable. Reaching your ATS needs its API or MCP server, a custom connector, someone to maintain it and rules for what it may change.

ChatGPT or Claude: which is better for recruiters?

Both are strong for job ads, CV summaries and messages, and neither trains on business data by default. Standard seats cost the same: $20 per user per month billed annually, or $25 monthly (checked September 2026). Test both for two weeks on real job ads and anonymised CVs, and choose on fit with your tools.

Is ChatGPT GDPR compliant for candidate data?

No tool is compliant on its own; it depends on use. ChatGPT Business and Enterprise support compliant use: no training on business data by default, a data processing addendum and admin-controlled retention. Personal accounts can use content for training unless the user opts out. You still need a lawful basis, a privacy notice and clear rules for recruiters.

Can Copilot agents run recruitment workflows?

Partly. Microsoft 365 Copilot Business includes agents such as Researcher and Analyst, and Copilot Studio builds agents that automate business processes, billed by usage. A recruitment agent still has to be connected to your ATS, SMS provider and client portals, given rules for what it may do alone, and maintained.

Does an agency still need an ATS if it uses ChatGPT or Copilot?

Yes. A general assistant keeps no candidate records, consent, placements, compliance documents or audit trail. You need a system of record: a traditional ATS, or an AI Agent ATS where the AI agents work on the same records.
